Yes. Up until the 992, all you need to do to make it loud 100% of the time is pull the electrical connector off the solenoid. With the 992, they changed the system to trigger a CEL if the servo position doesn't move to where the ECU wants it.

I've never done one for that car, per se, but would be willing to bet the system is the same as the 991 GT3 and 981 cars. If so, the switch would be wired exactly the same as in the DIY link below, except it uses old-school Junior Timer connectors instead of the connectors shown in this DIY:

Porsche switched the pins around between the 981 and GT3, so we'd need to check to see which pin is which in the turbo connector. That's easy enough to do with a multimeter -- just check to see which side of the connectors is always grounded and which one jumps to battery voltage when the exhaust is supposed to be quiet. If you are interested in pursuing it, I could walk you through the process. :)
