Congrats. Sounds like progress! Yes, a bad KLR chip can cause a no start. And yes, with 'most' aftermarket chips, you need a companion KLR chip to eliminate the 'overboost' protection. Vitesse chips are an exception but most traditional performance chips need a KLR chip too. If you have a stock KLR chip handy, you can give it a try just to see if it starts that way -- just stay off the boost...

The A-Tune also uses stock KLR chip and my understanding is you can boost up to 19 psi without triggering overboost
