Gas gauge only goes to 1/4

I had pulled the cluster out to fix the odometer and replace the bilbs with LEDs. Now my gas gauge was at 0 put gas in it and it only went to 1/4 tank ish? Any ideas before i pull the dash out again? The likely culrit maybe being one of the plugs not seated?

Did it work right before you pulled the cluster? That's normally a sticky sender in the tank.

As far as I know yes it was working correctly. I just bought this car late Nov and tackling all the small issues and maintenance to get it ready for spring.

Given it is much easier to get to the tank connections, I would disconnect, then short the gage wire (blue/black early, looks like green on late cars.) Gage should read one way when shorted, the other when open.
