Rivnuts are a great way to add threads to a piece of sheet metal, but they have a little lip that stands proud of the sheet metal and prevents you from bolting things flat to the surface. This is a 3D-printable die that lets you countersink a little space for the lip of the Rivnut. The plastic is plenty strong to form the metal, but by adding a washer to the die as shown, you get a nice crisp line for the countersunk area. This one is set up for an M6 Rivnut, but you can scale it up or down as needed for the size you need. I used a press, but you can tap it with a hammer, use a vice or c-clamp, etc.
